Generally foreigners who don't require a visa prior to arrival can receive a 30 day entry permit at the airport. All other foreigners applying for Singapore visa will require a formal invitation letter from the Conference Secretariat. This letter will be provided once your registration payment is received and will be required during your application for an entry permit at the Singapore consulate in your country of origin
